I'm curious, has the standard of driving a motor vehicle dropped so much, that they now practically give away a licence

You can't tell me that if you were a driving instructor, you would let half the drivers in your average day, get a licence to drive without some sort of distinct requirement. (bright yellow car with pulsing green light)

I think, that the person that signs off the licence, should be responsible for their future driving for the first 365 days.

So any bad driver could be linked back to the person that passed them.

Perhaps a huge bumper sticker, with the cellphone of the intructor/examiner who passed them.

They drive like a tosser, then you can ring them and tell them how crap approved drivers are making them look, time to take another look at their judgement skills.

Why else, at 70 would they want to test drivers again.
I say test us all every 20 years

It is now getting to the stage that it is cheaper to reward the good drivers (rego rebates, parking bonus's) than to collect the unpaid fines of the lawbreakers.

grumble over....
