Rugby World Cup Minister Trevor Mallard and New Zealand Rugby Union (NZRU) Chairman Jock Hobbs today announced that the New Zealand Government and the NZRU have finalised the formation of the Tournament organisation which will deliver Rugby World Cup 2011 in New Zealand.
