Cullen: we need to fix economy

Finance Minister Michael Cullen acknowledges the idea of a mortgage levy may not be palatable, but says there is a problem with the economy and it needs to be fixed. The government is investigating whether a variable levy on fixed-rate mortgages could be used to fight inflation without harming exporters.
