Otara is a subrub in Auckland (I live rather close to it too). The joke is because cars and stuff left on the road get put up on brikes etc and their tires stolen. So transfer that to that airplane picture.

yeah i was going to say just substitute Otara for what ever area is like that in SA, like Soweto ior something? I don't know what area is like that.
