From a design point, I would give it (on 1 to 10 and 10 being tops) a 2. But for just rancorous b. s. it has to be a 6 to 7. The stuff was probably written by prisoners with nothing else to do.
NiteFenix I took a look at the code and only on rare occasions does the design give any quarter to the handicapped. Image or link - nothing. Not a single <br> is converted to <br />, none of the code is in lower case (maybe some but minimal at best). Then there is this just below the dtd:
