Default Free Speech Misconceptions

The first amendment to the Constitution of The United States reads: "Congress shall make no law respecting an establishment
of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

People often quote the 'Free Speech' amendment as a complaint of being told they aren't allowed to say something or other...like on a messageboard.

(BTW, this is NOT directed at anyone here, it's just a general observation.)

Now, as a non-US citizen, I can't really speak with a lot of authority, but from reading it, I would say that it is Congress, not a Website Admin, who is bound by it...meaning that the amendment does not apply to anyone BUT Congress.

What do you people think?
