Lack of jobs is not the main problem. People not from New Zealand do not understand the seething problem of patched gangs pedaling drugs or street brawling. Most kiwis don't need to do "research" to learn about Wairoa. The stories come to us on the Television news about gang tensions there and at Hastings too incidentally.
New Zealand does have a patched gang culture. They are like the colours gangs of east LA. They get involved in organised crime and dealing meth-amphetamines. They brawl and fight publicly over turf wars. Territory where they can sell drugs. If you feel you'd like to raise your kids where gangsters fight each other for the right to push drugs then by all means go an live in Wairoa.
There are places around Auckland like Manukau (south Auckland) and Porirua northwest of wellington, or Taita north of Wellington where these gang cultures thrive too.
If you want to come here and live, then don't discount local knowledge with your "research." This forum is here to help you learn such pitfalls.
