Default porous pavement

Many parts of the US have a serious ground water problem. We, not me particularly, but our elected officials and businesses have laid concrete and asphalt and this prevents the normal absorbsion of rain into the ground.

Less absorbsion, more flooding, and so on.

Now to the ?

What to use that would make a good highway or foundation but that would allow water to pass in one direction, down, and would be durable.
