Default Tragedy on the roads

A small community faced the horror of road death today when a 7 year old driving a farmbike (as far as I know my road code, illegally) on a public road, with his brother as pinion passenger, rounded a blind corner and was hit by a Ute.

The ute was driven by the boys' father.

The parents had allegedly told the boys not to drive the bike on the road, but the fact is, they had access to it, and did it anyway.

Ultimately, where does the blame lie? With the parents? With the Father? With the community?
