I don't quite agree, I believe that he is always doing stupid stuff like this. To wave a gun around at a Waitangi Tribunal hearing is threatning behaviour, it wouldn't be expected in a district or any other court, why at a tribunal hearing. To actually fire it is worse, it doesn't matter so much what he shot (although shooting or damaging a flag is considered world wide as a disrespectful thing to do) but that that behaviour is unacceptable.
