It took a hell of a lot of courage for her to get to the point where she was able to tell the police what happened, she doesn't think she has it in her to take it any further. Which means the cops fail her, a violent and dangerous rapist learns that it's OK to rape women and that the police won't do anything about it even when the woman complains and she lives in fear and goes nuts.
